What is Orca Online Representations and Certifications?

What is ORCA? Online Representations and Certifications Application is an e-Government initiative that has been developed to replace most of the paper based Representations and Certifications process, known as Section K, by creating an Internet application that allows user access 24/7.

Online Representations and Certifications Application (ORCA) replaces most of the paper based Representations and Certifications (Reps and Certs) in Section K of solicitations with an web services interface. ORCA enables suppliers to register their certifications (small business, HUBZone business, etc.).

It will remain active for 365 days from the date you submitted it for processing, unless it is deactivated by your Entity Administrator. Remember, you must log into SAM, review your registration information and update as necessary, at least once within the 365 days or your record will expire.

No, there is no fee to register, or maintain your registration, in the System for Award Management (SAM). If you receive an email from a company claiming to represent SAM, be cautious. If you get an email from a company offering to help you register in SAM asking you to contact them and pay them money, be cautious.

How long does a SAM registration take?

Once you have that identifier, approval of your SAM registration should take no more than 14 days. Typically, it takes 7 to 10 business days. The approval process is initiated when you register through the website and submit a notarized letter from your organization’s administrator.
