The original founding was initiated by Army Aviator Lt. Col Vasco Alves Secco. Subsequently, recognising the value of Air Scouting, the Brazilian Ministry of Aviation has issued decrees to all its units to provide support to Air Scout Groups at all its bases, as needed.
