Can you copy a legendary creature?

Yes, you can copy a legendary creature. But copies of permanents are also subject to the legend rule. If you copy your opponent’s creature, everything’s fine. If you copy your own, you’ll be forced to send all but one of them to the graveyard.

Can you copy a Phantasmal Image?

Yes. Since Phantasmal Image’s copy ability results in it becoming a copy of another creature on the battlefield and gaining the “sacrifice me” ability, anything that copies that Phantasmal Image will also have that ability.

Does Phantasmal Image trigger enter the battlefield?

If the chosen creature is copying something else (for example, if the chosen creature is another Phantasmal Image), then Phantasmal Image enters the battlefield as whatever the chosen creature copied.
