Can I paint over bullseye 123 primer?

Yes you can paint over that – just make sure it is properly dry. Also if you are doing two coats over it make sure you also leave a good amount of drying time between. BE123 seems to slow the drying process a little and you will find the paint dragging if you try and second coat to soon.

Do you have to sand after primer?

For your finish to be vibrant and not dull sanding after primer will ensure that the finish is not excessively dulled when you apply your paint top coat. You will typically use finer grit sandpaper and aim to achieve a smooth wood finish so that you get a fine appearing wood finish when you apply your topcoat.
