Why did James release wheezing?
James had to release his Weezing along with Jessie, who had to release her Arbok, to save a group of Koffing and Ekans. They strongly cried when they left. Nothing is known of both Arbok and Weezing now.
Do Jessie and James care about Ash?

In A Ruin with a View, Jessie sent out Arbok alongside Weezing to battle the Team Magma Grunts who approached them. Not long after being sent out, Team Magma’s Houndoom used Roar to send Arbok and Weezing back into their Poké Balls.
Why does James always carry a rose?
It’s actually such a large part of his identity that James’ rose may as well be analogous with Team Rocket at this point. From a purely character design perspective, this is also just a way of giving James a nice visual beat to help immediately identify his character from afar.
Is Jessie and James evil?
On several occasions, Jessie, James, and Meowth have shown that they are not all evil and even have displayed a degree of affection for Ash and his friends. The trio heroically sacrificed themselves to what they thought was certain death in The Power of One in order to allow Ash’s escape on Lugia.

Arbok was most likely Jessie’s first Pokémon. She received it as an Ekans for her birthday. Eventually it evolved into an Arbok because Jessie wished desperately for it to. It was later released to protect a group of Ekans from a Pokémon Poacher.
