Basically going through a fully knocked down and charging skirmishers is completely ok and fine.But spamming move orders to get to skirmishers or spam move orders to get a rear attack penalty is game braking anda cheat. There are not a lot of active youtubers in Rome 2. And most of the good ones are inactive/dead from a while.
