The box chamber removes certain frequencies from the exhaust helping to reduce drone. The non resonated exhaust system has a straight pipe through to the back box allowing for the sound to pass straight through from the engine giving you the loudest, rawest experience.

It depends. If the cats have been removed from the existing down pipes, so externally at least it looks like they are still there, then if it passes the emissions test (which is highly unlikely) if will be fine. If it is a new set of down pipes that obvious do not have a cat fitted then no it won’t.
