You can visit Gilneas in the open world although it has been abandoned and there isn’t much left. You can also do quests in a historic version of Gilneas before it was destroyed if you make a Worgen character, or get to Gilneas through a battleground open to characters level 85 or higher called the Battle for Gilneas.
Is Gilneas destroyed?

The first were the Druids of the Scythe, who took pack form, and allowed the Scythe of Elune to change them into worgen. Those bitten by these unruly beasts contract the virulent curse and will turn into worgen.
