How does a decade counter work?

The basic decade counter is an electronic circuit with a 4-bit binary output and an input signal (called a clock). With each clock pulse the outputs advance to the next higher value, resetting to 0000 when the output is 1001 and a subsequent clock pulse is received.

What is OE pin?

OE (Output Enable) is an output enable signal and read data is output from a data pin when it is set at low level. The function and name are the same as for OE of the EPROM.

What is active high and low?

Active low means the active portion is at 0V, so 0% duty cycle when active low will leave the output at the supply volts (3.3V or 5V, depending what Vcc you use) Active high means the output will be at the supply voltage for the active portion, and then 0% duty cycle will leave the output at 0V.

To make this simple LED chaser circuit I have used only a 4017 IC. Here the flashing RGB LED will generate the clock pulse for CD4017 IC. Then 4017 IC will blink the LEDs in sequence as per the signal in the clock pin (14).
