What is the torque sequence for head bolts?

In increasing number sequence (1-2-3-4), tighten the head bolt in three stages. 1. Tighten each bolt to 7-9 foot pounds of torque. 2, Tighten each bolt to 12-14 foot pounds of torque.

If a head bolt is rusted it should not be reused. A head bolt should not be reused if the threads are galled or badly damaged. Chasing damaged head bolt threads with a die will clean up the threads but also remove material (metal) and undermine the head bolt’s ability to torque down and hold to specs.

NO! You can use blue locktite in alot of places, but your headbolts are not one of them. Headbolts need to be brought up to torque specs in stages, and in a specific order (see a motor manual), and then re-torqued after the engine has been run for awhile to make sure they are all at the proper torque value.
