There are three Shards that have influence on Roshar. These are Honor, Cultivation, and Odium. Like the rest of Brandon Sanderson’s adult fiction books, the novels of The Stormlight Archive take place in a single universe known as the cosmere.

There are likely tiers to the hierarchy within, since Frost doesn’t leave Yolen, but he’s effectively directing everything.
Is Hoid a shard?
Hoid was involved in the events taking place before any of the cosmere’s published books begin, and is the second oldest character seen so far. He was originally human, but has changed enough that when asked, Brandon only says “It’s complicated.” Hoid is not a Shard, nor is he a Herald, but something else entirely.
